The law probably supports your position, because you hired her to find an apartment and the deal fell through. I'd suggest that you send her a polite letter asking for refund of the entire amount.
If she sends you a partial payment, by all means take it--and insist on the rest. If she won't send it, Small Claims court is your only redress. A complaint to the authorities is also warranted, but that wont get you your money back.
