read the DHCR fact sheet and the actual laws on your right to sublet or assign.
two laws: one for almost everyone and another for rent stabilized, they say about the same thing. follow the rules exactly and if your landlord refuses to assign the lease, he releases you from it. all this is on TenantNet and been discussed in earlier messages ad nauseum.

as for the illegal fees: all you can do is report it report it report it.
