Moving and collecting balance of rent offset

In 1999 a PAR review awarded me a substantial amount of money due to a rent overcharge. Based on that PAR review, I have been getting a rent offset since last summer. My current lease expires 7/31/00. The offset will not be totally paid off until 09/00. I need to move before my lease expires (before the offset is completed). Can anyone help with several questions? (1) Will my landlord be required to pay the remaining offset monies due if I move in the midst of the offset? (2) If yes, how quickly must they comply? (3) If they refuse to pay, what are my options? (4) Are there any DHCR guidelines for this situation? Thanks for any assistance.
