: My lease is up for renewal on Oct. 1 (just in time for the new increases, yecch).
: Just got a letter from the landlord saying he is going to offer me a lease, but he will give it to me AFTER the increases for Oct. 1 are determined by the RGB.
: If he waits that long, he will be giving me the lease late, I believe.
: If he does this, should I treat this as a late offer of a lease, or does the letter saying "I am giving you a lease" suffice?

NO.

Landlord is required to offer renewal lease 120-150 days (NYC) before your lease expires on the correct DHCR form with 3 riders (lead paint, window guard, DHCR tenants' rights). Read the Fact Sheet about it in the DHCR section on TenantNet: http://tenant.net/nyc.html or on their own website: http://www.dhcr.state.ny.us/ora/ora.htm
