Jeff Coleman, a tenant representative, countered that "in recent years, increases have been too high, way too high, resulting in enormous increases in landlord profitability." But when the vote came, he said, "I think I'm going to have to vote yes." "I'm pretty astonished; it should have been higher," said Joseph Strasburg of the Rent Stabilization Association, a property owners' group.
The measure also allows for a supplement increase of $15 for rents that remain below $500 a month and eliminates the $215 minimum rent.
