N.Y. City Rent Controlled tenant in apartment above complainant is operating a boardinghouse/B&B. This illegal business causes considerable interruption of complainant's sleep. Has anyone dealt with this problem successfully? Can anyone offer advice as to getting government officials to close down this illegal boarding house? Thank you.
