Non payment of rent

I live in a co-joined apt.bld.in Queens.It is
rent stabilized,with 6 apts.on 1 side and 6 on
the other. When I came here,It was with Section
8 housing.There were problems in the apt.but the
landlord said he would fix them.When the lease
came up for renewal,Section eight cancelled their
contract with him,as repairs were not made.They
gave me 90 days to find another apt.I did,how-
ever the landlord called the new landlord and
said I owed a great deal of rent,and was a
terrible person.The other landlord did not want
to get into a landlord tenant dispute and I had
to get my things from the new apt as I had not
signed the lease yet,and the landlord cancelled.
I stopped paying rent,I thought this would make
him take me to court for non-payment of rent.That
was 8 years ago.In the mean-time I continued to
complain to the city,which on various times
because of really bad conditions,fixed some
areas,The wall in the kitchen collapsed,they
fixed that,The toilet was backing up into the
entire area,they fixed that,how-ever the floor
in the bath-room was gradually falling, as the
many water leaks from up-stairs,and the constant
moisture,weakens the main joists.The bath-tub
water only goes down if you plunge it several
times,and it goes right to the basement under
me.The sink is useless,as the wall has pulled
away,and pipe cannot hook up to the pipe that
goes into the wall.I know you will say,Why
didn't I move,I was in extremly dire straits
financially,and I began using the money to get
to finance my way into a better job.Mean-while
I am over 16 thousand dollars in debt and
cannot move.I have not gone into no heat,
hot water etc.No working oven,I had to buy
a refrigerator etc.The city has finally moved
to get him to repair the apt.I just came from
a meeting with the city atty.He listened to
the landlord insult and demean and threaten me
and seemed to understand that muc
