Whoever is paying that $4000/month rent for him can afford a lawyer for the court case.
Move out: it's easy to find $4000 rentals. Better, yet: use the 24,000 as a down payment: buy a coop!
Manhattan Park is a 'market-rate' complex. No limit on $$$$ security deposit.
