New York Resident has an article on these types of fly-by-night jerks. Pick it up free on many streetcorners in Manhattan (blue? boxes) 4/18-24 issue, available until Thursday(?). No website.

Most other local papers and magazines have run stories on them too. Go to any website and search for it.
