Frankly these types of guidelines and rules should have been made ultra clear to you up front when you bought this townhouse... Did you not know you were supposed to get the tenant approved?

Unless they can impose real sanctions against you, let them stay, but sounds like you should have a lawyer look over the legal papers you were given when you bought into this development...?
