Had another thought: if he did it to you, he probably did it to others in that building and/or in other buildings he owns. The checks might be legit: they paid for repairs in 5 units... Tell your neighbors about overcharges: have them call DHCR and request a Rent History. Help your neighbors read and understand this subject. Organize. Help your overcharged neighbors with their lawsuit in court. If either you or they win, this can help the other.

If your neighbors are do-nothing types: use kamakazi tactic to open their eyes: call DHCR yourself: the Rent History will be sent to OCCUPANT at the apartment in question. A $500-1500 increase should open their eyes.
