I agree with all of Jane's suggestions. However, to be realistic, I think you are going to have a hard time if he has produced documentation, even fraudulent, unless you can produce documentation to nullify his documentation.

I am in a similar situation, but the fraud was so crude that I THINK I am in good shape, and was able to produce counter-documentation. But who knows.

Be careful about hiring a lawyer for one of these DHCR cases. You can wind up pouring money down the toilet--I speak from experience. My fellow tenants and I had a highly regarded landlord-tenant lawyer and we have done just fine by ourselves.
