You are absolutely right about the 120/150 days. The lease should begin July 1 at the earliest.
He hasn't given you a proper lease. The remedy?

You have, I forget--30 or 60 days to respond. At the end of 30 or 60 days, write him a letter by certified mail pointing out that he made a mistake and sent you an improper lease, and asking for a proper lease. Tell him nicely you'd be happy to sign a legal lease.

At the same time, file a complaint with the DHCR. Don't sign the lease--it is improper. He cannot evict you. If he tries, he will lose, and probably wind up paying your attorneys fees.

Be sure to wait the permitted amount of time. Remember, the longer it takes him to wake up and send you a proper lease, the longer it will take before he gets a rent increase.

I believe that if he waits too long, and the Rent Guidelines Board issues a smaller rent increase, he is out of luck and must give you a smaller increase.
