grandfather has RC apartment, but hasn't lived there in years

MY grandfather has a rent controlled apartment with no lease in Chinatown, but hasn't lived there is many years. MY cousin has been there instead, and the landlords accepted his checks in his own name. Now my cousin is moving out and I want to move in. I understand I need to prove I have been living there for two years before the apartment can be succeeded to me. Will I have difficulties since my grandfather was not actually living there?

Also, that apartment needs massive renovations. I plan to do this myself and tell the landlords that I am fixing the apartment for my grandfather (who is still living) to move back in. I need their cooperation to fix a leaky ceiling. Will the renovations done by me help me in getting the apartment succeeded to me? How will this affect the increase as the improvements came from my dollars and not theirs.
