Passing along MCI costs to tenants?

Does anyone know if it is legal for my building (coop) to pass along MCI (major capital improvements, I think) costs to me, as a tenant? Our building is under the authority of the loft board, but I hear the coop is in the process of switching us over to become rent stabilized tenants. They are doing all kinds of improvements to our building. I learned that they can only pass along MCI costs to us tenants once we are rent stabilized (v. under the authority of the loft board), but what if they start the renovations now? Does anyone know whether I can fight this or what the law is?
