landlord discrepancy

Posted by NYorker on March 29, 2000 at 22:00:48:

I am moving out of my apartment where I am not on the lease. I know that it is illegal to do a lockout for 30 days so I called the landlord to tell him about this law. He told me that the one roommate who is on the lease is our "landlord" and that he can't prevent her from changing the locks.Who is the landlord in this case? And is he responsible for overseeing that the locks are not changed, whether he wants to get involved or not?
