: WE LIVE IN CHELSEA, IN AN OLD RENT STABILIZED APARTMENT. WE HAVE BEEN HERE FOR 2 YEARS, WITH A LEASE. SINCE THE FIRST MONTH THAT WE MOVED IN OUR UPSTAIRS NEIGHBORS BEGAN COMPLAINING TO THE MANAGMENT COMPANY ABOUT THE NOISE COMING FROM OUR APARTMENT. THE THING IS, WE DON'T MAKE MUCH NOISE AT ALL.NOW WE HAVE A NEW DOWNSTAIRS NEIGHBOR WHO JUST BEGAN COMPLAINING ABOUT US WALKING!

Where are you supposed to walk? On the ceiling?
Are you obliged by the lease to install carpeting? If not, tell the tenant to go screw him or herself.
This is the city, and you live in an apartment building, not a rest home for noise-sensitive nuts.
