: You certainly have a building-wide reduction of services, and can file a complaint to that effect with the DHCR. You'll need to document the elevator problems and your complaints to management.
: At the very least, a complaint will get things moving. If they don't restore services, you will get a rent freeze (though it will take a zillion years before the DHCR acts).
: DHCR is Dept. of Housing and Community Renewal, incidentally. Call the number for them in Jamaica for the forms.
