Water meter rental monthly service charge

I live in a mobilehome park. I own my mobilehome and pay monthly space rent. A few months ago the owners began charging for water service.
In addition to paying for the actual amount of water used (i.e. 44 cents for 100 cubic feet) we are charged an additional $2.14 meter fee. I called
the managers and asked what the meter fee was all about. They said it was for the rental of the meter.

Do they have the right to charge me for the rental of the meter? If they do, can I request that they purchase the meter outright and put me on a
monthly amortization plan? That way at some point in the future I will own the meter and will no longer have to pay the monthly (meter) fee.
