HPD LAUNCHES INITIATIVE WITH NYC HOUSING COURT FOR BENEFIT OF
PRO SE LITIGANTS

The NYC Department of Housing Preservation and Development (HPD) is pleased to announce a collaboration with
the New York City Housing Court to increase the technical assistance services provided to pro se litigants by making
HPD Legal staff available within the Housing Court Resource Centers. (Housing Court Resource Centers are available
to both tenant and landlord participants.) This collaboration will support Housing Court’s on-going actions to improve
access and streamline the litigation process in the areas of court schedules and staff, in addition to Resource
Centers. The HPD Housing Court collaboration will operate on a pilot basis within the Manhattan and Brooklyn courts
and is effective on March 7, 2000.

The HPD Resource Center liaison will provide informational services and train volunteer attorneys to assist pro se
litigants in initiating litigation within the Housing Part. The liaison will also conduct workshops for tenants and landlords
on their rights and responsibilities within the court process. In addition, HPD and Housing Court will use the
collaboration to develop training materials and other aids to improve the pro se litigation process and identify additional
resource needs.

This collaboration is part of HPD’s PRO Housing: Pathways to Responsible Ownership initiative. The Pro
Housing initiative offers an array of education, investment and enforcement strategies to empower responsible
ownership and intervene where owners are unwilling to accept assistance to address at-risk housing.

HPD is the largest municipal housing preservation and development agency. A major responsibility of the agency is to
encourage the preservation of affordable housing through education, outreach, loan programs and enforcement of
housing quality standards.
