I recently moved into an apartment in a new building with two roommates. The building was not complete when we moved in and still isn't. I provided a list of the problems in our apartment (such as: no doorknob in one bedroom, no window hardware, water pipes installed incorrectly, plaster on floor, paint on carpet, etc.) to our landlord and, based on the high level of noise and inconvenience, we withheld about 20% of the first month's rent, which he agreed to after we discussed it.
Now the landlord has said that, despite the fact that not all of the "repairs" (for lack of a better word) are not concluded, that he will not accept any reduction in the current month's rent. What options do I have in this situation?
Any help would be appreciated. We do have a written lease, there are about twenty units in the building, which is a six-story dwelling that is brand-new. Still not finished, actually.
