(1) increases for vacant apartments, (2) William Koeppel

I'm writing for our Tenants Assn. Our building recently left Mitchell-Lama & is now rent stabilized. Owner has been harassing low-rent tenants, offering buyouts, etc, to get vacant apartments and we KNOW he's engaging in all sorts of illegal maneuvers to get the highest possible rents from new tenants. (1) What are the guidelines governing how much a landlord can raise rent over base rent in a "renovated" apartment? (2) does anyone out there have any potentially useful info to share about this unspeakably evil, unscruplous jerk Koeppel? Thanks!
