but bars are forbidden in windows used for fire escape

but all windows are must open & close and lock: must lock? not sure: try looking in the Maintenance Code, online on this site.

or call the detective on your break-in case: the police should know about crime prevention laws. or call Victims' Services: now there's a place that should know the answer!
