window bars in NYC

Hi - I live in a rent-stabilized building on an upper floor. Our pre-war building has a sort of "open space", for lack of a better description, in the center of the building where the inside windows of some apartments are facing the windows of the hallway: e.g. our bathroom window opens up into a space about 3 feet wide that reaches the windows of our hallway on the other side of the floor. Confusing. Anyhow, there are no grates on these windows. Suffice to say, we got broken into: someone got into the building during the day and climbed into the space and thru our bathroom window which was open a crack. What is the NYC law on landlords providing grates? Is there one? Are we liable for cost and installation of said bars or can we insist the landlord put them up? I haven't been able to find a straight answer to this on this site thus far.
