Is he paying property taxes?

From a municiple standpoint, the city/town/whatever will auction off the building if it goes into tax arrears. Also, if the owner has a mortgage, the bank will foreclose if it is not paid. I would investigate those angles. If the building goes up for auction, then you can buy it.

: I have since, Finished wiring building, replaced gas line, fixed plumbing and part of heating system and helped the retired man on the first floor with his problems...

: 10+ phone calls and 5 letters to landlord have been sent. None of them resposponded to.

: Can I buy the building? At what point is a building "abandonned"? by an absentee landlord?
