Temporarily illegal apartment - what are the real risks?

We have been waiting for construction to be finished on our apartment so we can move in for two months now. Our landlord should be getting the certificate of occupancy in a couple of weeks, but we really need to move in asap. We have the keys, and he said we can move in, but until he has the C of O, we're there illegally and if anything happens to us or our stuff, we're responsible. My feeling is that it's unlikely anything will happen and we're thinking of moving in (minus our really expensive stuff). Is this terribly risky or is it safe to assume it will be okay?
