Telephone lines

We just recently moved in a new apartment in Chicago. The previous tenants (who abandoned the apartment) had done something to the telephone lines that left us with only one telephone jack ( our main line) working only in the dining room. The rest of the jacks aren't working at all. I've already called the telephone company and they said that the only thing that they can do is to rewire the lines. But we have to pay for the service, which is something we do not want to do since it is not our fault. Isn't it the landlord's responsibility to make sure that the main telephone line goes throughout the whole apt and to make sure that all jacks are working? Do we have to pay for this repair or is it the landlord's responsibility to pay for the rewiring and repairs for the telephone line?
