: I live in the West Village and as the days have gotten warmer, I am noticing a distinct buzz coming from above my bedroom. I have a skylight there which makes the noise even louder.

I THINK SAM IS RIGHT, DEP WILL COME MEASURE THE NOISE LEVEL, BUT DON'T HOPE FOR MUCH.

YOU DID NOT LIVE THERE LAST SUMMER? WRITE A LETTER TO THE OLD TENANT AT YOUR ADDRESS, USPS WILL FORWARD IT: MAYBE HE ALREADY TRIED THIS STUFF.

GO TO HPD: LOOK IN THE PAPER FILE FOR YOUR BUILDING, SEE IF THERE ARE PREVIOUS COMPLAINTS/VIOLATIONS.

GO TO ECB: DITTO, BUT YOU MIGHT ONLY HAVE ACCESS TO COMPUTER RECORDS AT FIRST: IF ANYTHING SHOWS UP, DO A 'FOIL' REQUEST.

FYI: HPD'S COMPUTER ONLY HAS HPD VIOLATIONS IN IT. EVERY OTHER AGENCY: HEALTH, SANITATION, BUILDINGS, ENVIRONMENTAL CONTROL, ETC, ARE AT ECB.
