rent regs and sub-let options

regarding the new rent stabilized rules is it correct to say that you must make over $175,000 for 2 straight years and your stabilized rent must be over $2,000 in order to be de-controlled

secondly if you are trying out renting a house in NJ or on the Island
for a 2 year period can you still sublet your apt in case you want to move back ? if so how much can you charge the sub-tennant and how much notice must you give the landlord
