He probably has a heat pump/ air conditioner mounted thru the wall...and they are inefficient...at temperatures below 20 degrees and if is not well sealed then its worse, and if you leave the air vent open then its even worse....

So if you dont pay for hot water or gas the boil water on the stove or run the hot water in the shower, to heat up the place, and when the lease runs out ...move...and let the next tenant deal with the mold and mildew you left behind by steaming up the place......we did...the LL was a jerk and refused to do anything,

also if its a heat pump there might be a 240volt electrical outlet right next to it ....go to Grainger and Assoc. or some real Contractors electrical outlet store.and BUY a 240 volt heater....yes 4000 watts it will heat your place FAST!.... only $85 to $100 for the small unit

Then try and deduct the excess electic bill from your rent.

: I live in an apartment building(free market rental in the financial district) in which I pay for my heat. The building's staff has acknowledged the the heating units in my apartment are not large enough to heat my apartment. The temperature in my apartment rarely reaches above 62 degrees even though the heating units are set to 95 degrees. Can I withhold my rent as long as I document the inside and outside temperatures and file complaints each day my apartment does not reach the required minimum temperature?
