New York City Marshal Howard J. Schain, who is also an attorney, began serving a four-month suspension yesterday ordered by the Department of Investigation for official misconduct. DOI investigators said Mr. Schain, 46, of Brooklyn, had tampered with official records in 1995 and filed false records relating to his service on tenants of pre-eviction notices. The DOI also imposed a $50,000 fine on Mr. Schain, who reported a net income of $339,000 in 1998.
