Well, you would do it in Small Claims court. The procedures are informal.
Bring photos of the apartment as you vacated, if you have them, plus
witnesses to the condition of the apartment.
I think -- I am not a lawyer, so I am not sure -- that you had to give
him 30 days notice. However, it seems to me that if he rented the place
right away, he had no damages and can't just keep your deposit.
You may have a right to extra (double or treble?) damages, depending on
where you life.
