I mean how would you decide who deserves one of those 20%? a mother with 3 kids whos father died of cancer and who has a job? or a mother with 3 kids who has 3 fathers all in jail, who deals drugs and slips a case worker a grand to get her name from #1000 to #10 on the list?

a lottery is the most equal way, when you have such rediculous odds and the potential for such abuse.
