new intercoms - mailbox locks

last summer, there was a flurry of activity in my neighborhood. all non-24-hour-doorman-buildings were getting new intercom units installed to the very outermost part of the buildings thereby putting the mailboxes behind a locked door (the mailcarriers have keys to the new units). 'all buildings' = apartment houses and brownstones, except mine and about 3 others. the mailcarrier said it was to comply to a new law: said it was both a NYC law and a federal law. I've searched both nyclink.org and usps.gov (and here and housingnyc.com, of course): nada, nothing, no luck.

anyone out there know what it is and esp where to find it, preferably online?

ps: my building's 38-year-old intercom works in maybe 50% of the apts and only then about 50% of the time. the building management is hopeless. the last time HPD violated the old one, they fixed it. the fix lasted less than a week...
