OK here we go again......the landlord can raise you rent with 30 days written notice...

Now for your thermostat......what is wrong with it? you get terible heat...HOW SO? You have to explain better then this....Did you check to make sure the radiators are open..can you turn the knob at the bottom of them or are they stuck? Do you ever get LOTS of heat? well maybe he has a timer on your thermostat so when you want the heat late at night it wont go on... Do you pay for heat?
Or maybe you have electric heat? and the fuse is blown therefore you get NO HEAT? ..... look for the Time Life series on fixing your home, it will explain how a thermostat works, and maybe its just not adjusted right.. and you can fix it in 2 minutes... wanna try?

Now for the Illegal apartments, you should report him to the IRS and the buildings dept, he probably has a Certificate of Occupancy for 3 apartments not 5...
