The Rent Stabilization Code (RSC) is issued by the New York State Division of Housing and Community Renewal (DHCR) and is a codification of the laws and procedures of the Rent Stabilization Law (RSL). Since 1969, Rent Stabilization has gradually replaced Rent Control as the rent regulatory scheme applicable to most regulated apartments in New York City.

Further refinements, poliicies and interpretations of the RSC are found in DHCR Policy Statements, DHCR Advisory Opinions and DHCR Operational Bulletins. The 1993 changes to the RSL have been implemented through Policy Statements rather than amendments to the code -- a method that has raised much concern since the agency is avoiding the required rule making process (See the NYS State Administrative Procedures Act [SAPA]).
