The Division of the Department Director directly and indirectly supervise s all Rent Stabilization Department staff, establishing and enforcing int ernal policies and procedures, and recommending legislative and regulator y changes to insure that the underlying purposes of the Rent Stabilizatio n Ordinance are fulfilled.
Major Accomplishments FY 94-95:
Successfully worked with other rent control agencies and advocate organiz ations to defeat proposed state legislation introduced in 1994 which woul d have preempted local rent control laws and prohibited West Hollywood's vacancy control form of rent stabilization; Drafted and proposed changes to the Rent Stabilization Ordinance and Regulations which strengthen the remedies available for the City and tenants for violations of the Rent St abilization Ordinance; Concluded in-house litigation in Superior Court in volving building-wide rent overcharges by a local property-owner; Coordin ated the efforts of all-City staff to develop and implement a new Master Plan for computerized information services; Conducted oversight of projec ts and tasks undertaken by other Rent Stabilization staff in all division s.
Goals & Objectives FY 95-96:
- Continue and strengthen efforts to defeat proposed 1995 state legisl ation which would preempt local rent control laws and, in particular, pro hibit vacancy control rent regulations.
- Continue evaluation of the Ordinance and Regulations and the Departm ent's procedures and operations.
- Propose or implement changes in procedures and policies for more eff icient performance and better service to constituents.
- Transfer Legal Division activities and oversight to this division.
