           ORDER AND OPINION TERMINATING ADMINISTRATIVE APPEAL PROCEEDING 
                                 AND CONTINUING STAY


          The above-named petitioner-tenants filed  administrative  appeals
          against an  order  issued  on  February  3,  1992,  by  the  Rent
          Administrator  (92-31  Union  Hall  Street,  Jamaica,  New  York)
          concerning the housing accommodations  known  as  218-05/11/33/37
          Hillside Avenue; 87-04/05/07/08/09/11 218th Place; 87-06/10 219th 
          Street; 218-10/14/32/36 Spencer Avenue, Queens Village, New York, 
          various apartments. 

          On July 31, 1992, the Rent Administrator reopened the proceeding at 
          the request of the tenants who alleged that some of the  tenants,
          residing in the complex, had not been properly served notice.

          The Commissioner is of the opinion that the tenants' administrative 
          appeals against the order issued under Docket Number EA130146OM are 
          premature and should be terminated as the matter is still pending 
          before  the  Rent  Administrator.  Any  party  aggrieved  by  the
          superseding  order  will  have  the  opportunity   to   file   an
          administrative appeal within thirty-five days after the  date  of
          issuance of such order. The reopened proceeding has been assigned 
          Docket Number GG130020RK.

          THEREFORE, in accordance with the applicable provisions of the Rent 
          Stabilization Law and Code and Operational Bulletin 84-1, it is

          ORDERED, that this administrative appeal proceeding be,  and  the
          same hereby is, terminated.



          ADMINISTRATIVE REVIEW DOCKET NOS.: GC110039RT et. al.













          It is further ordered that the automatic stay of so much  of  the
          Rent Administrator's order as directed a retroactive rent increase 
          is hereby continued until a new order is issued under Docket Number 
          GG130020RK.
