               On October 7, 1991 the above named petitioner-owner filed a 
          Petition for Administrative Review against an order of the Rent 
          Administrator issued September 26, 1991. The order concerned 
          various housing accommodations located at 1620 Avenue I, Brooklyn, 
          N.Y.  The Administrator granted in part the owner's application to 
          restore rent that had been reduced in Docket No. CK230085B. Rent 
          restoration of $11.00 per month was ordered and the owner was 
          advised to refile for the remaining $5.00 per month for doorman 
          service when it had fully restored this service.  

               The Commissioner has reviewed the record and carefully 
          considered that portion relevant to the issues raised by this 

               The Commissioner notes that a hearing was held by the DHCR 
          Compliance Bureau September 16, 1991 regarding the owner's 
          compliance with the directive contained in Docket No. CK230085B to 
          restore services.  An order and opinion after that hearing was 
          issued on October 3, 1991, stating that it had been established, by 
          agreement of the owner and tenants, that required doorman service 
          is Wednesday through Sunday from 4 PM to midnight.  It was, 
          therefore, this service that was required to be restored in order 
          for the owner to be in compliance and be entitled to restoration of 
          the rent.  The order and opinion after hearing also established 
          that the owner had complied with the directive to restore this and 
          all other services that were cited in the rent reduction order.

               The Commissioner is of the opinion that based on the final and 
          unappealed determination in the October 3, 1991 Commissioner's 
          order that all required services have been restored, the owner is 
          entitled to full restoration of rents that were reduced in Docket 
          No. CK230085B.  The rents are restored in the amount of $16.00 per 


          month effective October 1, 1991 for the apartments listed on the 
          appendix attached to and made a part of this order.  This order 
          supersedes the rent restoration ordered in Docket No. GB230223OR.

               THEREFORE, pursuant to the Rent and Eviction Regulations for 
          New York City it is 

               ORDERED, that this petition be, and the same hereby is, 
          granted and that the Rent Administrator's order be, and the same 
          hereby is, affirmed as modified herein.
