ORDER AND OPINION DENYING PETITION FOR ADMINISTRATIVE REVIEW
On April 3, 1991, the above-named owner filed a timely petition for
administrative review of an order issued on February 27, 1991,
concerning t e housing accommodations relating to the above-
described docket number.
The Commissioner has reviewed all the evidence in the record and has
carefully considered that portion of the record relevant to the
issues raised by the petition.
On August 6, 1990, the owner commenced this proceeding by filing
an application to restore rent based on the restoration of services.
Thereafter on January 28, 1991, an inspection of the subject
apartment was conducted by a DHCR inspector, who confirmed that
services have not been restored.
On February 27, 1991, the Rent Administrator issued an order based
on the inspection, finding that services have not been restored,
denying the owner's request for rent restoration and continuing the
rent reduction in effect.
In this petition, the owner alleges that repairs were performed in
1988 and 1989 concerning orders issued during those years.
The Commissioner is of the opinion that this petition should be
denied.
Although the owner submits vague proof of repairs that occurred in
the past, a January 28, 1991 inspection clearly showed that services
have not been restored. Accordingly, the Administrator properly
denied the owner's application and continued the rent reduction in
effect.
THEREFORE, in accordance with the Rent and Eviction Regulations, it

that the District Rent Administrator's order be, and the same hereby
is, affirmed.
