            ORDER AND OPINION TERMINATING PETITION FOR ADMINISTRATIVE REVIEW

          The above-named owner filed a timely petition for administrative 
          review against an order issued by the Rent Administrator reducing 
          the rent and directing restoration of services based on a finding 
          of failure to maintain services.

          A search of the record reveals that the Commissioner issued an 
          order on March 15, 1994 under Docket No. EI420009RO which 
          determined all of the issues raised herein.

          Consequently, the instant proceeding is terminated as duplicative 
          and moot.

          The owner's rent restoration  application (FB420275OR) was granted 
          on August 21, 1991.

          THEREFORE, in accordance with the Rent and Eviction Regulations and 
          and Operational Bulletin 84-1,  it is

          ORDERED, that this petition be, and the same hereby is, terminated 
          as duplicative and moot in accordance with the above.
