                 ORDER AND OPINION REMANDING PROCEEDINGS ON APPEAL

     The abovenamed petitioners, owner and tenants, filed and refiled Petitions 
     for Administrative Review against orders issued on February  22,  1990  by
     the Rent Administrator concerning the housing accommodations known as  141
     East 88th Street, Various Apartments, Manhattan.

     The Commissioner deems it appropriate to consolidate the petitions herein.

     All the petitioners are in agreement that the rental histories of at least 
     2 apartments (Apartments 9I & 11C) had become  intermingled  so  that  the
     rents set forth in the Administrator's orders were erroneous.

     The  proceedings  are  therefore  being  remanded  in   order   that   the
     Administrator may review the record and issue such  amended  or  corrected
     orders as may be necessary on notice to all parties.

     THEREFORE, pursuant to the Rent and  Eviction  Regulations  for  New  York
     City, it is

     ORDERED, that these petitions be, and the same hereby are, granted to  the
     extent of remanding  these  proceedings  to  the  Rent  Administrator  for
     further  processing  in  accord  herewith.   The  orders   of   the   Rent
     Administrator with respect to Apartments 9I  and  11C  are  revoked.   The
     orders as to all other apartments remain in full force  and  effect  until
     new orders are issued on remand.  All  arrears  or  overcharges  resulting
     from the Administrator's orders or this order are stayed until new  orders
     are issued on remand.
