                  ORDER AND OPINION TERMINATING PROCEEDINGS AS MOOT


          The above-named petitioner filed a timely Petition for Adminis- 
          trative Review (PAR) of an order issued on September 13, 1989, 
          concerning the above-described housing accommodations.

          The owner commenced this proceeding by filing an application to 
          restore rent based on the restoration of services. 

          By an order dated September 13, 1989, the Administrator denied the 
          owner's application to restore the rent which had previously been 
          reduced pursuant to an order issued on February 7, 1989, under 
          Docket No. CL410239S.

          The Commissioner notes that in an Order and Opinion issued under 
          Docket No. DB410212RO, the rent reduction ordered in Docket No. 
          CL410239S was revoked.  The Commissioner's order revoking the 
          underlying rent reduction order renders this administrative appeal 
          moot.  This proceeding is therefore terminated.


          THEREFORE, in accordance with the Rent Stabilization Law and Code 
          and Operational Bulletin 84-1, it is

          ORDERED, that this proceeding be, and the same hereby is, 
          terminated as moot.
