               ORDER AND OPINION TERMINATING PROCEEDING AS PREMATURE
            
          On December  12,  1989,  the  above-named  petitioner-owner  filed  a
     Petition for Administrative Review  (PAR)  appealing  the  Administrator's
     order issued on December 15, 1989, under Docket Number BG 130183-OM.

          On June 29, 1990, the Administrator reopened the matter  for  further
     consideration under Docket Number EF 130030-RK.  The  Commissioner  is  of
     the opinion therefore, that as the matter remains under  consideration  by
     the Administrator, the PAR must be terminated as premature.

          THEREFORE,  in  accordance  with   the   provisions   of   the   Rent
     Stabilization Law of 1969, as amended, Chapter 576, Laws of 1974,  Chapter
     403, Laws of 1983, as amended by Chapter 102, Laws of 1984 and Operational 
     Bulletin 84-1, it is

          ORDERED, that this Petition for Administrative  Review  be,  and  the
     same hereby is, terminated as premature.
